Chief Executive Officer/President

Hope A. Bullock III has more than 16 years of experience in Public Works civil engineering projects. After founding BA, Inc. in 2004, he has led a team of diverse engineers, as CEO and President, and has built a foundation of delivering with quality and timeliness in the areas of utility engineering and drainage design.

Executive Vice President/ Chief Operations Officier

As BA Inc.’s COO, Demauris Terry oversees the daily operations of the firm. Over the course of more than 20 years, he has gained a deep understanding of business operational requirements with strong leadership to catalyze and implement its strategic agenda. Demauris also serves on many boards including being COMTO SoCal’s Board President and Co-Chair of COMTO’s National Strategic Committee.

Ian Altares has nearly 10 years of experience in working with utility relocations for large scale transportation and transit projects. His experience in a fast-paced design-build environment and attention to stakeholder’s interests ensures timely delivery by not only exceed client expectations but also keeping projects under budget.

Mario Fragomeno has nearly 15+ years of experience in engineering site selection to initial design and on through construction design in urban mixed-use and multi-family residential re/development, commercial/industrial and capital road improvements

Darren Pham

Senior Project Manager

Darren Pham is an experienced and reliable utility and land development engineer who has worked in the public and private engineering industry for over 20 years. His experience includes the I-405 Sepulveda Pass Widening, Crenshaw/LAX Transit Corridor, Westside Subway Transit Extension, I-10 Express Lanes, and also on multiple land development projects such in the City of Walnut, Tustin Ranch, Ladera Heights, California.

Brandon Pernell

Project Manager

Brandon Pernell is a highly experienced engineer with approximately 10 years of site civil and development engineering design. These projects include light and heavy rail track extension projects, focusing on wet utility relocation and design. Brandon specializes in sewer and drainage design, stormwater management, SUSMP preparation, LID implementation, and producing hydraulic and hydrologic analyses.

Charlyne Vivanco

Office Manager

Charlyne Vivanco is a well-seasoned C-level Assistant bringing 10+ years in Operations and Process Management. Having come from the construction industry, she understands the federal agency needs and knows how to meet client and agency deadlines for pursuits that turn into long-term projects. As BA’s Office Manager, she is in charge of all Human Resources and extends assistance in Accounting, Executive and Staff Administration and everything in between.
